The Zonal Development Committees (ZDC) are Committees formed in most of the cases at a level equivalent to Arch-Deaconries in the Church set up (termed zones in the IDCCS). Membership to these committees is not restricted to the Anglican Community only and the membership ecumenical. The Zonal Development Committees form the main entry point to the community, as they are the ones who create awareness on the organizations activities throughout the archdeaconry

Down at the community level the Common interest groups (CIGs) who have been made aware of IDCCS activities and intend to partner with IDCCS make an application through the Zonal offices within their archdeaconries. The applications are screened through the laid down procedures and the suitable groups facilitated on the Participatory Learning and Action (PLA) methodology. This screening method will enable the organization to target only the genuine groups and avoid the “Briefcase” Community based organizations (CBOs).
